BellSouth ordered to lower DSL prices
The Kentucky Public Service Commission, which regulates communications companies in the Bluegrass State, has ordered BellSouth to reduce its wholesale price for a high-speed DSL (digital subscriber line) connection to $32 per month from $45. BellSouth, a regional local phone company, must also end the fees it charged when customers changed from one ISP to another. IgLou Internet Services, an ISP in Louisville, KY, filed a complaint to the Kentucky Public Service Commission in late 1999, arguing that BellSouth, by charging ISPs a higher fee than it charges its own DSL subsidiary "provided preferential and discriminatory service to itself to the detriment of other customers, specifically small ISPs." BellSouth must comply with the mandate in its nine-state territory by April 25.
