Rep. Bruce Vento (D-Minnesota) has introduced the Consumer Internet Privacy Protection Act to prohibit online services from disclosing subscribers' personal information to third parties without written consent. Under the bill, ISPs also couldn't charge subscribers a fee for access to their confidential records.
