106409: Mac OS X 10.0: How to Add an Alert Sound explains how to add a new Alert sound. Basically, you drag the AIFF sound file to the Sounds folder inside the Library folder in your Home directory. There is no way to record a sound via the Sound System Preference itself (as you can do in Mac OS 9).
