Sphera said Thursday that it raised a $15 million second round of funding, led by TLcom Capital Partners and Jerusalem Venture Partners. 
Other investors included Gemini Israel Funds. Boston-based Sphera has raised a total of $28.5 million. The company develops software designed to manage and automate Web-hosting operations.
