The National Security Agency's operations have taken quite a beating lately, so it makes sense that it should be concerned about its public image. Concern about this type of criticism may be one reason the NSA has sought to cast itself as a more family friendly institution, creating such G-rated programs as "CryptoKids, America's Future Codemakers & Codebreakers."

Or perhaps they're just in need of some new recruits.
