Development tool startup SilverStream said it has secured $15 million in a third round of financing. The company, which plans to begin selling Java-based application development and deployment tools this year, has secured $23 million in financing to date. The company's management team is comprised of executives formerly with Sybase, Lotus Development, and Watermark.
