The program is called Cliplets, and it lets you turn a 10-second video into a short animated image that's somewhere between a still and a video. Many photographers may be familiar with cinemagraphs, which are animated GIFs that have just a touch of movement to the image, rather than the in-your-face efforts made famous by sites like Geocities.
You are able to select an input to output time, and adjust the parameters of the clip you're working with, as well as select objects that you want to create the cliplet around. Watch the video below for a closer idea of how the software works, then grab it for free from Microsoft (Windows 7 only).
