Right now there are only a few websites that have this enabled. Add items to a bag and then click the apple pay button. On iOS, authorize the payment with Touch ID. Universal Clipboard lets you copy and paste between Mac and iOS. Make sure both devices are signed into the same iCloud account, bluetooth is on and you have iOS 10 on iPhone or iPad.
