Facebook ask him if he want it to pay a small fee to guarantee that more friends would see his post and he could pay via Credit Card or PayPal.
Facebook has confirmed that yes it is a feature that it's testing with different price ranges.

Starting Wednesday the United States Post Office won't allow you to mail Tablets, Smart Phones, Laptops and any other electronic with a Lithium Ion Battery to an overseas destination it's because Lithium Ion is personally (compostable?) but this will maybe change in January.
