The cable network and Web site, owned by Vulcan Ventures, Microsoft co-founder Paul Allen's investment firm, about a quarter of its staff in November because of the weakened demand for advertising. The company also underwent a shift in ownership during Wangberg's tenure when Vulcan bought TechTV from its founder, Ziff-Davis, in January 2000.
