Pacific Telesis Chief Executive Phil Quigley reiterated today that the company would like to see federal regulators end an exemption that lets ISPs and voice mail companies, among others, pay less for telephone access charges over Pacific Bell and the regional Bell networks than those of AT&T, MCI, and Sprint.
