California's state Assembly has passed the Citizen Complaint Act of 1997, which would require state agencies and universities with Web sites to put complaint forms online by July 1, 1998. Actually accepting gripes over the Net is not required by Rep. Robert Hertzberg's (D-Van Nuys) bill. The legislation now goes to the state senate for consideration.
