Level 3 Communications, an upstart telecommunications company, has activated the first segment of its fiber-optic network. The section between Dallas and Houston is now carrying customer traffic, the company said. Until now the company had provided communications services strictly via capacity it leased from other carriers. Level 3 has completed construction on more than half of its proposed 16,000-mile network, and is ahead of schedule, the company said.
