SBC Communications asked the Federal Communications Commission Tuesday to approve the company's entry into long-distance in Kansas and Oklahoma, as it has opened those markets to competition. But AT&T countered that SBC has not established cost-based prices for competitors to attach to the Bell's unbundled network elements. AT&T cited a recent Justice Department report identifying that concern, but SBC said the regulatory commissions in Kansas and Oklahoma approved SBC's pricing.
