New York City Web design firm SoVisual launched a program to develop high-tech talent in low-income neighborhoods such as the South Bronx. The program, which is run by female business leaders, will train mostly single mothers on public assistance to be Web site and intranet developers, HTML authors, database integrators, and graphic artists. The high-tech industry's professed labor shortage has led the Senate to approve more visas for foreign workers.
