A draft plan for the Clinton administration's $100 million Next Generation Internet is now online. The 100 NGI sites will connect to the Net at speeds 100 times faster than today's Internet hookups. Sites on the network will include universities and federal and private research institutions. Public comment on the NGI proposal will be accepted until May 15.
