ISP MindSpring Enterprises has begun offering subscribers discounts if they pay for service in advance. Customers get 10 percent off when they pay for a year and 15 percent off if they pay biannually. The firm also will waive the $25 setup fee for users who prepay. MindSpring said users who prepay are protected against rate hikes for the time for which they have prepaid.
