Short Take: ICQ will find users offline

A new technology called Signaler automatically notifies ICQ users that somebody wants to chat, even when the user is not online. The Signaler software is the latest offering from NECS, a subsidiary of Israeli Bell South, creators of MailPush email notification and C-WebMail. Signaler will allow ICQ users to be reachable even when their PC is not connected to the Internet, as long as their PC is turned on.
