The Federal Communications Commission ruled that Internet traffic over DSL lines operated by Bell Atlantic, GTE, BellSouth, and Pacific Bell is interstate, and should be regulated at the federal level. The decision, which was nearly identical to another recent DSL ruling, will help streamline telephone companies' rollout of high-speed Net services by reducing conflicting state regulation.
