Covad Communications, a national data-focused competitive local exchange carrier (CLEC), has launched high-speed digital subscriber line (DSL) service in a five-county area around Philadelphia. Covad shares gained more than 27 percent to close at 71, a new all-time high for the company, which recently went public. Covad also plans to offer DSL in Southeastern Philadelphia, Southern New Jersey, and Delaware. DSL uses standard copper phone wires to deliver broadband data services.
