Networking firm Bay Networks announced the appointment of Ralph R. Russo as executive vice president of operations. Russo will have responsibility for Bay's global manufacturing operations, management groups, and customer product organizations and will report directly to CEO David House. Before joining the company, Russo served as president of the safety restraints systems division of AlliedSignal.
