Powell names reform chief

In his first step toward reforming the Federal Communications Commission, Chairman Michael Powell named a special counsel to coordinate the effort. Mary Beth Richards will vacate her position as the FCC's deputy managing director to take on the task. "I am committed to making the FCC more efficient, more decisive and more responsive to the fast-moving changes in technology and telecommunications markets," Powell said in announcing her appointment. Powell has promised to make regulations less technology-specific and to speed up the merger review process.
