Congress that sets a new, 2009 deadline as the date when all American TVs must be able to receive a digital signal. The move will, among other things, free up much-needed radio spectrum for emergency broadcasts. Forced upgrades: generally bad. Emergency broadcasts: generally needed. Mixed bag, really.
