NEC Electronics has eliminated about 400 positions at its chip plant in Roseville, Calif. The Japanese company also laid off 100 plant employees in April. By the end of September, NEC plans to eliminate a total of 700 jobs, or 40 percent of the work force, at the plant, including reductions through normal attrition. The Roseville plant is the company's first foundry in the United States.
