It is now well known that the terrorists have been using free e-mail accounts from Yahoo and Hotmail.
One good way to disrupt them would be to have Hotmail, Yahoo and the rest make a coordinated dump of existing accounts and make everyone start over with a new e-mail address. This would create a major inconvenience, but the result would be well worth it because it would cut off terrorist e-mail communications and effectively stop any coordinated attacks being planned.
In fact, these people would probably never be able to recreate their current communication levels.
