Telephone directory service providers competing with incumbent phone companies were aided Wednesday by the Federal Communications Commission. The FCC issued an order mandating incumbents to share with competitors their databases of local phone numbers at a nondiscriminatory rate. Bells generally compile those databases from customer records, putting competitors at a disadvantage.
