After Federal VoIP tapping, then what?

In response to the report written by Declan McCullagh, "Feds step up push to wiretap VoIP calls":

Why doesn't the Bush Administration just cut to the chase and propose legislation requiring everyone to turn over copies of their e-mail and recordings of phone calls and off-line conversations to them? Better yet, how about a bar code tattooed on our forearms?
