Open Control Panel. Next click on System And Maintenance then click System > Advanced System Settings > Advanced tab > Under Startup And Recovery > Click Settings > Clear the Automatically Restart check box > click OK. 2] Now if you see this screen, the first thing you need to do is note down the error message you see also refer this blog https://www.thewindowsclub.com/your-pc-ran-into-a-problem-and-needs-to-restart

Answer
There are 2 possible issues.

1. Your fresh install of Windows is not finished. Microsoft supplies the OS and many drivers but not always the right drivers and never updates the BIOS for us. So that work is up to us or the maker to complete.

2. There is a machine issue such as some heat issue or hard drive failure. Since SAFE MODE FAILS, this is my bet.

Try supplying the forum with a WEB SPECCY to see if that reveals issues beyond item 1.
