Answer
Simple how streaming works.

The entire video isn't at your computer or player so if you seek or change speed/resolution it takes time to adapt or catch up.

Fix? Play from files, DVDs, BluRays, files or media that doesn't go over your internet connection.

The problem is that i cannot download every you tube I want to watch so the offline method isn't what i want because i really watch a lot of you tube videos and sometimes they are too long and I need to speed them up. I have very good connection and i can watch full hd videos without a problem so the speed isn't a problem. This lagging occured before one or two weeks so before it was fine. I tried to reinstall chrome but the problem is still here so yeah!

It varies with time of day, how many folk watch and such.

When I find an online site lagging I hit the pause button to let the buffers fill. This is not a bug. It's a tech limitation. Some players do better than others so try Chrome as well as another browser.

-> Reinstall Chrome? You do know that that doesn't reset Chrome and all the leftovers are still there. I have yet to reinstall Chrome. I may reset it and clear it's cache but that's it.

EXAMPLE ADD ON to push up the buffer size and more.

Answer
it could be many things

it could be a lot of things, a few that comes to mind, is youtube has a lot of traffic, youtube is having technical issues, traffic flow between you and them is slow, your isp is having issues, if cable connection, everyone in your neighbourhood who is using the same carrier is doing something online, Your own computer may be doing some type of updating in the background, others on your home network is playing games, downloading or also streaming. and more...

if it is only happening every so often, then I would not worry about it. may not be anything you can do about it.

Not to mention the China Internet Cannon.
