Not all machines can do this trick. If you feel it should, make it a warranty issue. But showing just the outline was the normal mode for years.

Ideas why show contents while dragging may be disabled.

Your post didn't tell enough but the usual:

1. Drivers. Today I think the industry had its change to fix what has been one of the 3 major issues with Windows. Why should you have to deal with drivers after 2 decades of Windows?

2. The ACCESSIBILITY SETTINGS. This area is a little tough on some. You may have to have someone show you where these are and turn them all off.

3. REMOTE DESKTOP. Since show contents while dragging is a bad idea for remote desktop this explains it all.

4. The new machine issue. It's new. Make it their problem.
