It appears to be part of some clone software. Does it have an uninstall feature?
As to Boot.ini, you could delete that line if you want to stop using XXCLONE.

Can someone tell me how to delete the file:
multi(0)disk(0)rdisk(1)partition(3)\WINDOWS="XXCLONE: (Target Volume) [d:1,p:3]\WINDOWS" /fastdetect /NoExecute=OptIn
created by XXCLONE in BOOT.INI? Each time that i boot my PC, i have to wait for it before booting with Windows XP original file. Thanks

Hello Bob, when you make a clone with XXCLONE you can also choose to make that file and then try to reboot with it, just to see if it is working. Doesn' t work with me and now i do not know how to delete it. The uninstall feature doesn' t work either, so can you tell me how to delete that file? Thanks.
Typing BOOT.INI into google.com finds much about this file, how to edit and more. In your case, delete that line.
I would not delete the boot.ini file.
