XP won't detect SOME USB devices

I'm running a DELL Dimension 8400 with WinXP SP3. I can use memory card readers in USB and connect an i-pod and other MP3 players via USB. My mouse and keyboard are USB. My printer is USB. But when I connect a particlar photo frame (and now my wife's Nook), the system ding-dongs but never indicates that the device is connected (I'm using the same port that I've used for other flash drives and players). I faced this before when I gave a Nook to my inlaw and tried to preload books. I went into "disk management" and the devices are NOT there without drive IDs. At this point, the USB port and device managment are messed up and can only be reset by a reboot. But then it happens again. I tried starting in safe mode and the PC connects to the nook. It even shows it with that name. So it knows how to connect. When I went into safe mode with only Microsoft drivers loaded, it wouldn't work again. (This was a while ago...I need to remember exactly how I activated the limited driver safe mode...saw it on a web site). I need to fix this for my wife's nook. I'm not going into safe mode every time we want to load a book. I have 5 USB root hubs and 5 host controllers showing (one USB2). Any suggestions?
