XP won't complete downloads

Anything I try to download--whether I try run or save--stops at 99% with 1 second remaining and then just hangs there. If I check the program in task manager, it says it's running, but it never finishes.

Most common causes?

1. Download Accelerators. Fix? Uninstall those.
2. Antivirus inspecting the download. Fix? Update, change the antivirus or settings.
3. Browser. Fix? Try other browsers.

Thanks for trying R. Proffitt. No luck. No accelerators; no antivirus inspection that I can see...this will hang indefinitely, then give up; I cannot download any other browsers...tried and go to 99% of firefox and 99% of netscape. Anything else?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
