XP V Class bootup freeze

Well now i have a bigger problem than i started with.
When i turn the pc on it goes through a screen that says V Class.
It gives switch to post option and BIOS.

Anyway now when i turn on it gets to that screen and freezes. Like i cant press <Tab> or <Del>......

To add another problem, the disc drive is still buggered... If i bought a new drive and installed it, i would need to log in and install drivers first, correct?? therefore i couldnt like boot from CD or nothing..

So i am very stuck, help very much appreciated.
