Unlikely. It's far more likely that the Windows Update servers are just under a lot of load since it's that time of the month again for Microsoft to push out patches for all supported Windows versions.
Has microsoft intentionally slowed the update process for XP? The time to get and display the list of updates has gone from several minutes to an hour or longer. And this behavior is noted on several XP machines.
