Xp sp2 tools not loading

I'm having trouble with windows xp home edition servise pack2
symptoms:

1.internet explorer or netscape will not load adobe and someother software not all of them but most of them

2. i think all microsoft software is not loading

3. windos xp tools will not load in cluding system restore.

4. if i go to control panel then to the system icon or any icon on that window they won't load. HELP!!

SP2 doesn't like pests.

SP2 is an upgrade that will fail if it finds any malware on your computer.

Make sure it is squeaky clean and free from all viruses, spyware and adware. Review your anti-malware utilites and beef them up if necessary, then run them all until you are sure the computer is infection and spyware free.

Then try again.

norton is not doing the scan

norton will open but will not scan and i did run spybot system mechanic and ad-aware se personal, and still the same problem.

I don't want to explain it in depth but reports are out there that when Norton takes a dive like that I just uninstall Norton, wipe it out and reinstall that. I won't go into why Norton does this but it's happened more than once around here.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
