XP SP2 Install Fails -- 0x8007F0CC

I have a machine (XP Pro SP1) that will not accept the upgrade to SP2, with the error code 0x8007F0CC. All the other (identical) machines in the room went fine. I have tried the suggestions on the web:
emptying the browser cache & history
taking Microsoft URLs out of HOSTS files (there were none)
uninstalling certain HOTFIXes

It still won't take the SP2 upgrade.

What else can I try?

Yes, in fact I tried editing the boot.ini file before with no luck. Your bringing it to my attention again made me think that I might not have edited it correctly.... and that was the key. One more try did it, and SP2 installed just fine.
