1. Winsrv.dll is included in SP2 files. If you want that file, you need another PC running windows XP and having the windowsXP-KB835935-SP2-ENU.exe file already downloaded. Open a command prompt and type the following command:

windowsXP-KB835935-SP2-ENU.exe -x

This will extract the SP2 files to a specified folder. After that, run the following command:

extract winsrv.dl_ winsrv.dll

The next problem is that you should copy winsrv.dll to windows\system32 (destination folder). By default, you cannot acess floppy drive in Recovery Console (unless you didn't make before a registry change). So, you should take the hard drive from the problem PC and connect to the working Windows XP PC. Copy the winsrv.dll file from there to the destination folder.

2. Otherwise, you can try the following procedure in order to uninstall SP2.

Q875355 -"How to use the Automatic Recovery feature to recover your computer if the Windows XP Service Pack 2 Setup program is not completed successfully"

Both methods aren't easy, but can be done.
