Because you can boot in Safe Mode, try to isolate the culprit. Use msconfig as described in the following MSKB article:

I deleted everything off my second hard drive planning on building another system with it. After removing the hard drive, the system will boot (displays the splash screen). However I never see the login screen- no HDD activity, nothing just a blank screen. I put the drive back in and it works fine. I then deleted the partition from that drive and rebooted and it now does the same thing as when I removed the drive. I can get in via safe mode though... Any ideas what I need to do to fix this?
I'm running Windows XP Pro SP2
