I'd found that far too many times, such cleaners put the machine into an odd state. Let me ask this.
What are you trying to fix by doing this?

Bob, I got an email from CNET as follow and this is why i am asking about the regclean
Lately my PC seems to take forever to boot up. I?m running Windows XP with plenty of RAM. Any ideas? --Submitted by Wendy T., from Randolph, NJ
1. Do a disk cleanup. This will remove some of the junk that is cluttering up your system.
2. If necessary, clear out your temp files manually.
3. Uninstall any software you will not ever use.
4. Clean up the Windows registry with a commercial grade software package such as Norton SystemWorks.
5. Remove any un-needed icons from the Windows desktop and Start menu tree.
6. Run MSCONFIG and remove any rarely used programs from the Windows task bar. the Windows task bar.
7. Defragment the hard drive.
