My first thought

My first thought is that you should probably consider cutting down on the number of programs you have installed in such a case.

Of course I will make an allowance for there being some extenuating circumstance you left out. So for starters, what resolution is the display running at, and what is the maximum resolution for the display?

Group the shortcuts in folders and subfolders.

That makes it more manageable.

rapt2tight1, Another option is to rename the longest program shortcut name (e.g. Rename "Lavasoft Ad-aware SE Personal" to "Ad-aware")by right clicking the shortcut and choosing Rename. Do this for each column. The width of the menu is determined by the longest program name and doing this will only rename the shortcut in the Programs menu and won't hurt anything.
