I am XP Pro Admin on my system and can install exe OK.

How do I re-set the access rights of the other users so they can also install executables ??

change that user to an administrator level account.

Control Panel, User Account, select user, change account type.

Or you can give an access right to certain user for certain type of files only... (its on the help and support page)

If you want to restrict a Limited User from freely making adjustments to your PC it may not be a good idea to let him/her install programs?

XP has a Run As feature you can use.
So you can use the Administrator account to install programs and restrict this privilege from the Limited User.

Then for those programs you wish to permit the Limited User to use you can set the permission for the Limited User to run them.

To do that right-click the program icon ande select Run As and check the option The Following user:.
Then select the Limited User from the list.
