XP periodically blurring

I've only noticed this in Windows:

I've got the correct drivers for my video card and even the monitor, but ever since this new monitor, windows has been blurring the whole screen real bad and then goes back to nice and crisp. Ive lessened the effect at times somehow, but i cant figure out exactly why causes this. how can i solve this issue? thanks

Start by giving system specs (monitor, graphics card, etc).

You say you only notice this in Windows? So which other OS are you using that you don't notice this in?

I don't notice this in Gentoo Linux in either command line or two window managers I have emerged (fvwm, xfce).

The monitor is a Dell M992, a 19 inch crt.

New Monitor Is Faulty?

Okay, this is a CRT. It almost sounds as if the monitor is degaussing on its own. That would produce an effect very similar to the screen becoming blurry for a few seconds, then returning to normal. Not sure why this would only happen in Windows though. Perhaps you can double check your monitors settings in the Control Panel?

Does this happen only when running certain applications (e.g. IE7)? I've heard of viruses causing blurry screens as well. Have you scanned your system recently?

You say this is a new monitor. My first instinct would be to try another monitor and see if that resolves the issue. If so, then you should be able to get a warranty repair or replacement on the new one.

It appears fine in any game i play, but as soon as im at the windows desktop or any other window, its blurry :/
