I find the owner was running registry optimizers or tinkering with SERVICES. For example and this is only one of many services needed is that Plug and Play service.

My XP Pro machine all of a sudden stopped recognizing any USB devices that I plug in. It seems that the only way to have the machine recognize a USB device is to reboot it with the device plugged in. I tried the reinstallation of Universal Serial Bus controllers that was suggested in http://support.microsoft.com/kb/310575, and I also tried unchecking "allow computer to turn off device to save power" for all the USB root hubs listed in the device manager, but it did not help. Now if I plugin a USB device into a port, I either get nothing at all or a message about the device not being recognize. What else can I try? Thanks!
