With such I find I can remove all parts except the motherboard and the power supply. It should power up.
If not my bet is that some extra metal mounting post is shorting out the backside of the motherboard.

2.0Ghz Xeon processor (It's taken from a dell computer)
460Watt power supply
My friend just built this computer and when we go to turn it on it gives just a little flicker and then just shuts off. I just got done lookin at it and I'm stumped. All the wires appear to be in the right place and since It dident even boot I figured it was a mothbord problem. The light is on for the mothbord showing that it has power. Anyone have any ideas? I would be very grateful. Thx.
