I downloaded it to use with Joomla. Now, it's messed up and I can't get it off my system.

As I understand it, it makes it look like your desktop is a server.

Is XAMPP in your START > ALL PROGRAMS menu? If so, there should be an uninstall if I remember correctly.

running php application

I have XAMPP installed in my machine. It come with Apache web server, PHP and MySQL. I use this to run PHP application.
