I see where you may find PDAs confusing. The one thing you have to forget is it's not a PC. Even the PocketPC PDA has little in common with how you write software for a PC.
Let me share how I solved a similar app. We used the free PODS (PalmSource's development kit for PalmOS) to write a program to collect the data then used a small application on the PC side to sync the data to the SQL database.

Does anyone whether it is possible to write a bespoke application to take data input into a number of fields and read this into an (Ingres) database. I am thinking of this basically as a dynamic website for the handheld which: allowed users to input data into html forms; performed validation checks on the data; saving data into an (Ingres) database; and sent information back, depending on what was entered. I know that a similar service could be provided by useing java web services to connect a Blackberry with a database, but I'm trying to explore other, better options and other types of PDAs, and haven't come across anything about this on palmtop websites.
