According to the SC Magazine, the U.S. is at the threshold of cyber war against Russia and China. The Guardian analysts have come to similar views. They say that the U.S. Department of Defense is interested in developing of special programs to enable specialists to create multiple anonymous users, virtual users on various servers or social networks such as Facebook, Twitter, etc., that will manipulate public opinion. Not long ago Hillary Clinton, the U.S. Secretary of State, drew attention to the fact that her country "is losing information war". That's why the Department of State has to anticipate the use of the opportunities for hacking social networks, as well as distributing and filtering information in them.
The Pentagon was the first body of the U.S. government that started the practical struggle for hearts and minds of Internet users worldwide, while the FBI and the CIA are just hiring hackers to create their own information warfare forces.
Among the U.S. allies Georgia has made the greatest efforts in this field of late. After Georgian forces had been defeated in a five day war in August 2008, Mikheil Saakashvili launched an active cyber warfare against Moscow. As a result, the Georgian security services regularly reported in the press that they "unmasked" Russian spies who were not arrested in exchange for the anti-Russian publications. In 2010, one of the Georgian TV channels even staged "Russian troops invasion" in Georgia, provoking panic that resulted in a number of deaths among people from the heart attacks.
In addition to propaganda attacks and psychological pressure on Russia, Saakashvili intends to apply new technology of information networks intrusion. According to his plan this subversive activity should cause serious harm to Moscow, so it will have to retreat in the big political game. Describing the war strategy, the Georgian president named it a war of David and Goliath. It is a clear allusion to the "great evil force", i.e. Russia, and the "small but strong in spirit" Georgia. It found a successful strategy of cyber warfare involving Georgian students abroad. Their internet forums are under thorough supervision of the Georgian security services. According to a Georgian youngster studying abroad, during his vacations in Tbilisi one of the security bodies of Georgia invited him to install the software under the guise of creating a unified social network of Georgian compatriots abroad. It is obvious that an alliance of thousands of remote users in this network can be used to commit hacking attacks.
As a result, Georgian students abroad have become an effective instrument of the Georgian leadership to implement hidden cyber attacks on their opponents. This also explains the creation of the Department of Cybersecurity within the Georgian Ministry of Internal Affairs.
