I'd start to try the keyboard in the BIOS-setup and after booting into native MS-DOS. If that doesn't work either it's not a Windows problem, but a hardware problem and a reinstall of Windows won't fix that.

I switched keyboard & mouse again, this time, the mouse & keyboard freezes when i attempt to type, the cursor is still blinking but mouse doesn't move and keyboard doesn't work, tried keyboard in BIOS set up, keyboard worked fine, booted into command prompt, keyboard worked but I restarted in regular mode and same thing, i have yet to figure out what hardware could be the problem.

Then it might be a Windows problem after all.

Good to know that before you start a reinstall.

Can you boot to safe mode?
If yes.....does the mouse and keyboard work?
If yes....use msconfig and disable your startup group.
Boot to normal mode.
Does the mouse and keyboard work?
If yes....use msconfig/selective startup to find the culprit.

Search for it; it usually resolves these probs.

Much as I love Windows 9x, its time has long passed. Consider upgrading...

Meet the drop-resistant Moto Z2 Force

The Moto Z2 Force is really thin, with a fast processor and great battery life. It can survive drops without shattering.
