wlnotify.dll slows startup immensely.

When logging in, the startup processes are shown [playing logon sound, for example], and the one that slows the progress of startup quite obviously is wlnotify.dll. I have tried many other forums and they all have circular references to a post made by "Wesley Vogul", but this person is not helpful. Neither is the post on Raymond.cc on this topic, although it seems to be a novel solution that I hadn't read about before. So, if someone has a solution separate from:

I'm running Windows XP Professional, SP3. HP Compaq 6710b Notebook, Intel Core 2 Duo, nothing extra special other than that. Thanks in advance.
